Given the legislature’s action in the 4th Special Session regarding eliminating many statutory protections for classroom teachers, and the fact that the Federal Government is shifting the emphasis for ‘Highly Qualified Teacher’ from credentials to classroom performance, there is mounting pressure for school districts to have in place an effective, equitable and defensible classroom teacher evaluation system. Such a system must take into account the resources necessary to implement the system, the staff training required, the opportunities for remediation where necessary, the assurance of validity in the administration of the evaluation, and be focused on classroom academic performance. ASA calls for the convening of a taskforce composed of administrators from both rural and urban districts, charter school representatives, school board members, and teachers to develop an evaluation system by January 1, 2011.
